Every consumer of utility services provided by the city including electrical, sewer and water, which consumer resides outside the city limits of the city, shall comply with and be subject to the standard utility code for the particular utility service provided such consumer as adopted form time to time by the governing body of the city. No utility shall be commenced or continued to any such consumer until the city inspector has inspected the premises and is satisfied with the compliance of the applicable code.
