A CHARTER ORDINANCE EXEMPTING THE CITY OF STERLING, KANSAS, FROM SECTIONS 15 AND 38, OF CHAPTER 274 OF THE 1968 SESSION OF THE KANSAS LEGISLATURE, WHICH SECTIONS AMENDED K.S.A. 12-1005c AND 14-1204; PROVIDING SUBSTITUTE AND ADDITIONAL PROVISIONS OF THE SAME SUBJECT, RELATING TO THE ELECTION OF THE CITY COMMISSIONERS, THEIR TERMS OF OFFICE AND THE PRESIDING OFFICER.
Section 1. The City of Sterling, Kansas, by the power vested in it by Article 12, Section 5, of the Constitution of the State of Kansas, hereby elects to exempt itself from and make inapplicable to it Sections 15 and 38 of Chapter 274 of the 1968 session of the Kansas Legislature and provide substitute and additional provisions as hereinafter set forth in this ordinance. Such statutory sections are applicable to this city but is not applicable uniformly to all cities.
Section 2. The board of commissioners shall consist of three (3) commissioners as provided by law for commission-manager cities of the second class of Kansas, and the board of commissioners shall choose its own chairman annually at its second regular meeting held in April, and the chairman shall have the title of mayor, and the board shall further organize in accordance with Article 2 of Chapter 1 of the Revised Ordinances of the City of Sterling, Kansas, 1950.
Section 3. Commissioners shall be elected for terms of three (3) years and shall hold their offices until their successors are elected and qualified. The governing body member elected in the year of 1966 shall have a term expiring in 1969. The governing body member elected in the year 1967 shall have a term expiring in 1970. The governing body member elected in the year 1968 shall have a term expiring in 1971. The governing body member elected in the year 1969 shall have a term expiring in 1972.
